There are two methods to connect the dots.

1.) The traditional way is to connect them with battens. For this you will need to lay those points out on the plywood that will become your stations. Drive a finishing nail at each point (Actually just on the inside of each curve such that the outer surface of the nail is on the curve. Then get some wood strips of varying flexibility and length. Bend a batten around the nails and draw the curve with a pencil. Connect at least three nails with a batten. You will need more than one batten to draw a single station. You will most likely break a few battens.

2.) The other way to do it is with a CAD program, such as Autosketch (there are many others). There is a curve fitting function that will fit a curve to the points. Print out the drawing 1:1 scale, cut out the paper form and paste it to your plywood.
