The issue with heels is that the skin gets stretched in those area which ultimately causes the coating to crack and eventually peel. Perhaps gluing oversize patches of skin material on the inside would reduce the stretch enough to improve the durability of the finish.

: Note: I did use a pigment in one of the layers of Zar that doesn't seem to have adhered very well.

What kind of pigment did you use? How much? How long did you wait between coats?
