This is going to be completely situation dependent. Here are the factors I'd consider:

1. Quality of the workmanship. If that deck and hull weigh 50 pounds I wouldn't pay $200. If he does Tim Summerville work people might pay +10x that.
2. Demand. Is he located where a lot of guys build? Not a lot of guys want to build kayaks, or that particular kayak, or have somebody else decide the wood pattern etc. I assume he's in a hurry to sell since he doesn't want to finish it.

He's sellng a part-time job here, and the components he has are worth less than the original raw materials, because they're not functional without a lot of work. I get that he'd like to re-coup the cost of materials, but that would probably be easier if he'd finish the boat and try to sell that.

If the work was decent and I was planning on building a Cape Ann anyway, I might pay $1,000. Not being excited about that model, I'd probably offer half.
