Well first you're somehow going to have to figure out if the hull was UV treated and with what, so it can be removed, paint won't stick to it. I doubt that alcohol will touch it. Royalex's outer skin is a fairly thin vinyl one, should be slightly roughened, but I'd use a scotch brite pad not sand paper, if you go thru the vinyl it will be very tricky to repair.

Have no idea of what paint works best, I've never tried to paint one. I'd test them both in places, like the middle of the bottom, where you don't always look at it.
