Yes. I make the "tape" by cutting cloth diagonally. The threads are all "working" and don't tend to fall off the tape.

Proper tape usually has a selvaged edge which needs extra work to sand down so as to not make it obvious.

The ply is coated all over with epoxy, usually 2 coats. THEN either varnish or paint to stop UV degradation of the epoxy.

They usually (cheap ones) don't have UV inhibitors so degrade easily - sorry about that. You can use cheap acrylic paint, preferably outside grade.
