Skin-on-Frame: sea sock

I am trying to build/make/sew a sea sock for my F1 SOF.
So far I have a first effort of oilcloth which fits the coaming nicely. The question I have is should it be attatched to the inside of the boat or not.
The frist time I tried to get out of the boat with the sock, the sock got tangled around my foot. I was thinking of laying semi-rigid foam inside the sock--think sleeping bag pad.

The F1 has a small lip on the coaming so I am concerned that I do not ruin the fit of the skirt.
Any thoughts would be appreciated.
