Kayaker's use toggles as handles but that's not what they are for, they are to hold onto be a kayaker in the water to control and rescue the boat. Handles are pretty much worthless for a swimmer in the water.

I capture the toggles with a loop of bungie running back to the deck rigging, easy to remove the toggle from the bungie loop in a rescue otherwise it's secured snug to the deck.
