I think it matters if the sheer clamps are added before or after the hull is glued and whether there are forms in the hull. Which I gather isn't the case here. My experience is a few CLC Chesapeakes with 3/4" wide cypress sheer clamps and my own with 1/2" wide cypress sheerlamps tapered down on the inside corner a lot. In those boats where the side panel was glued on beforehand the curve at the sheer(looking down) was less than other boats built on forms or without pre-glued sheerclamps and in the Case of the Ch18 one side was straight for 3' and the other was curved because of a variation in density in the cypress. The Cirrus is built on a form so adding a sheerclamp after the hull was glued wouldn't affect it as much but I wonder if it would pull in the sides a bit if it's under tension,,I'm guessing not as much since you'd have to taper it near the ends to fit in there anyway.
Still I don't understand the need for it to begin with like Paul said the deck is complete, glue and tape it.
