Sevylor sells vinyl inflatable boats and toys around the world, and their repair kits contain patch material and vinyl cement. I believe you can order tubes of the cement alone .

Similarly, look for a place that sells swimming pools. These have vinyl liners, which sometimes need to be patched. They'll have the cementfor doing these repairs.
