Don is right. You have to remove any traces of cutting oil etc. then rough up the surface of the metal to be bonded. I would suggest using a dowel with a slot cut in it to accomodate a strip of emery cloth, chucked into your drill. Use this setup to roughen the inside of the ferrule and then epoxy the paddle shaft in place. I've done metal to metal epoxy bonds while building golfclubs over 20 years and have never had a joint fail. Proper prep is the key.
