Just a confirmation from me - I think your sander is OK. I have one of these and the feature should keep the pad from spinning fast when not in contact with the work. You may see the pad rotating slowly around. Of course it still vibrates -- the motor speed is not affected, it's just the rotation of the pad that stops when you remove it from the work.

Without this feature the pad would be rotating fast and would tend to sand very aggressively ('dig in') when initially contacting the work. That's why with a sander like that you want to have the pad on the work before turning on the power.
