I have a different model Porter Cable but it sounds to me like your sander is doing what it's supposed to do. It doesn't slow the pad down when you pick it up but keeps it from madly racing faster. The mechanism that does this is just a fancy rubber band that goes around the shaft and a fixed point to keep a minimum "load" on the shaft.
