Tools: Porter Cable 333VS

I just came home from Home Depot with my shiny new Porter Cable 333VS ROS (http://www.portercable.com/cgi-bin/products.cgi?method=byid&prod_id=333VS) and have been messing around with it. It's got this "pad control" feature which is supposed to limit the RPM's to 400 when it's lifted off the work. I don't notice any difference in speed whether it's sanding a surface or not. I've checked the belt under the pad, and everything looks okay. Mechanically, I don't see how the sander would "know" that it's against a surface. I wondered it I wasn't using enough pressure, but if I use any more, the motor actually slows down. Does anyone else have this sander so you can tell me what kind of behavior I'm looking for here? Incidentally, it seems to be spinning plenty fast to sand. Maybe the pad control feature is not working at all?
