Now if you had a shaper head that was 1/4 inch wide, and about 4 1/2 inches in diameter(assuming you use 7 or 7 1/4 inch blades), with 3 or 4 cutting edges machined into its circumference, you could sandwich that between two blades, and stick another on the arbor. By adjusting the height of the blades and shapers you could rip the strips, and mill the beaded edge at the same time. Of course with a single blade you could use this half of this setup, too, and each strip that was ripped would have a nice round edge on one side. Then you just need your router for the cove. With three blades you use three shaper/spacers, assuming the arbor is long enough to accept such a stack and the motor is strong enough to do the work.

If anyone wishes to make such a tool, I'll cut the royalty fees if they just name it after me. :)
