Forget paint, use auto decorating tape

Just varnish the boat, and apply the decorative "pin-stripe" tapes that are available at most auto supply stores. Fast, colorful, and a good value compared to a pint of enamel. Careful work with a razor blade will let you splice in a piece should you need to repair a damaged area.
