Here's what's worked for me:
1. Roll on a coat of epoxy down the keel seam and wait for it to get tacky.
2. Now you've got a surface that will hold the tape in place when you lay it on the keel.
3. Cut off that big rolled edge seam on the tape. You can do that with a sharp utility knife and a metal straight edge. You'll never get that to wet out clear.
4. Now apply the tape and wet it out. It may still be slightly opaque. That's very thick heavy tape.
I use the heavy tape for the inside seams and use the following approach to creat the keel rub strip...

Cut long strips of 6 oz. fiberglass from your scraps into 2" width tape strips.
Use a couple of those strips with the approach mentioned above and you'll have no problem wetting it out clear. You'll still get plenty of rub protection.
