I had that problem too, but I did not peel it off. I wish that I had, because its the only really visible thing wrong now that I have sanded everything down and put on a couple of skim coats. I suppose that I could sand it away completely and put on another strip (this time using bias-cut cloth - not tape), but my time is limited and I think that I will just live with it until scrapes force me to go over my hull again.

The one conclusion that I came up with repeatedly while building my coho is that it is not really a good idea to wet out glass with the roller. It just injects too many bubbles. I am much happier using the squeegee even if I get drips and runs to clean up. By the way, I have found that I also get milky epoxy if I work it too much with the squeegee.
