Have you looked at the Sunrise Single from Stillwater boats www.stillwaterboats.com
It has the basic deminsions of a Wee Lassie with less free board and a deck like a kayak, with a fair sized cockpit.

Also, the Rob Roy, double paddle canoe from CanoeCraft (revised edition) or plans from Ted Moores would not be too bad as a decked boat with a big cockpit. It is 27" X around 12.5'. The sheerline looks really nice and as Paul mentioned, you could decrease the freeboard just a bit, to show less to the wind. I have a Wee Two from Mac Mcarthy, and I like it a lot, but I think the Rob Roy would be better. The Wee II tracks very well (turns not-so-well). I have not had much problem in the wind, and in sheltered area like you mentioned using it in, the wind might not be much of a factor.

There is also a design called the Birder, from www.bandbyachtdesigns.com It is much like the clc Mill Creek boats.
