A friend of mine made one from allthread threaded rod, a few nuts and washers, a length of PVC pipe, a bungie cord and some "lawn mower" wheels like you describe. The PVC spaces the wheels and protects the hull from the threads, the bungie attaches the "axle" to the boat. Not fancy and the thing shifts around sometimes but it works for her and was around $15 in materials.
