It took a while to download from the back of my brain, but now I remember where I've seen these clamps. I'm "restoring" a 1969 Boston Whaler. As part of this project I took all the hardware off. The steering is an old drum, cable and pulley affair. Two clamps like this were used to make loops at the ends of the steering cable which is 1/8" vinyl covered aircraft wire. They are either stainless or nickled brass. They appear to be designed to make adjustments easy and not to cut into or kink the cable. I'd go out and check for a manufacturer, but the boat and the box of parts is under 3 feet of snow. I'd try an olde tyme outboard boat shop as most modern systems use single cables or hydraulics.
