I fixed a paddle break on a similar paddle by doing the following.
Clear away any splinters that get in the way of reassembling the break.
Epoxy the paddle back together making sure you do not add a bend, fixture with clamps or straps if required.
Mill a slot down the center of the broken area at a right angle to the blade face.
Cut a tendon to exactly match the slot out of a strong wood.
Epoxy into place.
Sand and refinish.
This is similar to another reply but from the inside rather than the outside of the break.
If all else fails, you can always wrap it with a couple of layers of fiberglass cloth and smooth it out.
Your hands do not use the center of the paddle anyways.

I am sitting here looking at my two piece sawyer arrowhead paddle that
: started life as a one piece sawyer arrowhead paddle. I never intended it
