Wooden Boat had an in-depth article about varnish a few years back. Without getting technical, the UV absorbing properties get used up after a while. This is why you re-coat.

People put on mutiple coats in the beginning to sand between coats to level the surface to get a good looking finish with depth. A six year old boat with 5 coats of varnish put on the first year does not have much UV protection compared to the guy who puts a fresh coat on each year. (if I remember the article correctly)
