You have given the impression that you level the surface with the scraper. You were recommending the scraper as a replacement for the plane, where I have been using the plane instead of sanding. If all you are doing is removing the glue, I agree completely. Remove the glue with a scraper. Scrapers are for cleaning, planes are for staightening things and creating even surfaces and sanders are for final smoothing. There is significant over lap with all the tools.

Obviously, the greater your patience and skill at setting up the forms and adding strips, the less time you will need to spend fairing, regardless of the tools you use. Like most endeavors, effort taken early on will save time later, usually with better overall results. With that in mind, I put some effort into planing because I know it will save time sanding. With a really good stripping job the amount of time spent fairing with a plane will be minimal, but by doing some planing the amount of time spent sanding will be even less.
