Actually Mike Hanks did this in reverse, going from a skin on frame to a plywood sided boat. Once the layout of the chines is obtained and sufficient bracing is installed to keep the chines in place, you can cover the thing with fabric. With a stitch and glue design, you can basically cut away all but the seams. Those fillets are the same as the chines. To get the sizing you want, you could probably use 2 inch tape on the outside of the seams, and then cut away any wood that wasn't covered witht he fiberglass tape.

decide where you are going to place bulkheads, glue them in, and cut away the wood panels to either side, again leaving an inch or so of glassed plywood on the top of the bulkhead to support the fabric.

Just a thought.
