One way to reduce some of the noise of a big panel like the deck is to bond some honeycomb to the inside and then bond a thin sheet of aluminum to the other side of the honeycomb. Basically it's like making a honeycomb panel on all but the outside 2" or so of the deck. The problem then is to protect the paddler from the edges (maybe some foam over them).
