The cloth can rise up the sides if you deem it neccessary for your usage. Its purpose in the bottom is to give some abrasion resistance to where your feet will be in addition to some strength where you will be sitting.

yes, in the instructions, the areas past the bulkheads are epoxy only. this is how I built my CLC 18.
