So don't sand that area! The ultimate cheat is to seal the area with a pretty panel (or bulkhead) of fiberglassed plywood or woodstrips, leaving the rough area totally enclosed (and totally unseen)in a watertight flotation area. A small area with a volume of a few liters at both front and back can provide over 40 pounds of additional flotation in a totally swamped boat. Small sealed areas don't have the problems with heat expansion that larger areas have, and the panel (or bulkhead) is not in an area of the hull that would flex very much, so you don't have to worry about whether to mount it rigidly, or with some flex.

If it is hard to sand in htose areas, it is going to be hard to clean out accumulated dirt and grunge over the years, so sealing off the area will make it easier to keep the interior of the boat clean, too.
