Drill before finishing. After you drill through, you may need to touch up the rough wood edges with a few drops of epoxy to seal the wood from moisture. After THAT cures, then you can put on the varnish.

Don't be in a hurry to get the varnish on. You can go paddle for a few weeks , and put the varnish on later -- after the resin is good and hard -- if you can wait that long, as long as you aren't storing the boat oudoors, uncovered, and in lots of direct sunlight. Until you varnish it, just keep it under a tarp if you are not on the water.
