Designing for POST failure performance

As if defining failure isn't contentious enough, how about designing for selective failure? I was talking with a British manufacturer who was explaining his use of fiberglass matt (brittle) instead of the Dynel (polyester) many other British use for added resilience. He said if you hit a rock hard enough the hull with dynel will hold together but have a large, soft leakey area that is difficult to repair in the field. A hull with the matt will suffer a relatively small and clean puncture that can be fixed right away with duct tape.
It seems the harder you look at it the more subjective this material selection business becomes.
