I too am completing a 'tern, and went with one hull fill coat, then the keel strip, then the second fill coat. The directions are a little vague on the sequence. By doing the second fill coat over the hull glass and keel strip, it tends to blend the keel strip more effectively. Yes, the push pins are meant to hold the end of the keel tape, but I found that a couple of clothes pins (or miniclamps) were effective and didn't mar the hull.
