I built an Arctic Tern -- the push-pins are to be used to help hold the keel strip in place when you lay it out. You're supposed to drive one in at the bow to hold the start of the strip in place while you stretch out the tape along the keel to the stern, then put another pin in the stern. I found it too hard to push the pin into the epoxy fillet, though, and did without them.

I followed the instructions and filled the hull weave before doing the keel strip. It probably doesn't matter much either way, but if the weave is filled first, there will be less air to work out from under the tape when you do the keel strip.
