The lines up the sides toward the bow in A, I only find helpful if someone is helping to steady the boat during entry and exit. Option B would be my choice, but I would make sure that my spare paddle is held security by the tie at the end of the stern and the ones right behind me. It would stink to have a big wave take your spare. Since I prefer a short Canoe paddle as a spare, I would also want the handle facing the bow and blade facing the stern, So I'd make sure the blade fits under the Stern bungies. It looks pretty short in the drawing.
