I had a similar problem with my Merganser. I did not want to put any more holes in the deck than I had to. The solution I used was to make up low profile fittings that were shaped to fit webbing or bungie cord, I made these up out of offcuts of hardwood, and epoxied them to the deck prior to varnishing. The result looks good and the rigging can be removed for revarnishing in the future. Don't give them any sharp edges, I used 5/8" by 1/2" x whatever was needed to make the right fitting, mahogany for this job. Shaped up with 8mm drill bit, round file and the end sander on my lathe. Finished off using 220 grade paper. I can't claim it to be original thought, the patterns have been around for as long as boats went on water. Regards Don
