Closed cell foam ("ethafoam") is more difficult to glue than minicell. Uncut, it is very slick, and should be roughed up with sandpaper and cleaned with lacquer thinner? (try on a scrap first to make sure it doesn't 'eat' the foam). Cut pieces of ethafoam have largish cells that gobble up glue. You just have to use a lot of glue here.

Minicell glues very well with DAP Contact Cement.

Personally, I think I'm going to glass the bulkheads directly to the inside of the boat, but I plan to add 1 or 2 additional layers of fiberglass to make thin 'ribs' that should spread out the stress and hopefully prevent stress risers.
