Beveling the sheer clamps does require a rolling bevel. It's not that hard to do using a block plane. Use a template based on the deck beam radius to get an idea of how much to take off and from which side. As long as the block plane is sharp it will do just fine cutting the plywood. Go slowly and plane a little, then check with the template, then plane some more.

Bevelling the sheer clamps is not trivial, but it should give you a feeling of satisfaction when you are done.
