I found it easiest to use flat-edge strips for the pattern layout strips and C&B strips to fill in the defined areas. Also, when alternating strips on the sides while filling in the areas, if you lay the strip with the coves exposed, when the strips meet at an angle, you only need to cut a bead on the angle (which is pretty easy by just using a block plane).

But, to answer your question, the only thing I know to use would be a small, round file. It will work, but will be tedious.
