An effective way to make straight cuts of tape out of cloth is to tug out one strand that is into the cloth the thickness you want the tape to be. Then cut along the gap you've created. I've tried it, and it worked pretty well for me. Wouldn't work for production methods, but for an individual, it seems fine.
