Sea Kayaker magazine has a review of the C17 in the May issue. as part of their reviews they give chart of speed vs resistance and say that an average fit paddler can maintain 3 lbs of resistance as a cruising speed. They also say that some stud paddlers can maintain 5 lbs of resistance. According to their charts the Chesapeake 17 can cruise at about 3.5 knots and with superman cruise at 4.5 kts.
