Paul, You are correct in thinking the stretched bungie could leak. The bungie I used was very hard (dense) and with the hole size I used the bungie was still very tight when fully stretched. My hatch bungies are almost fully stretched. There could be some dampness from capilary action but I have not experienced any leakage so far. I think the key here is to size the hole to the stretched bungie (trial and error) and test it on scrap before drilling the boat. I found several different grades of bungie, some stretched easily and some were difficult to stretch. The one I used does not change diameter much when stretched. This may have some bearing on my success without leaks.
