Plywood does not like water. It is 2016 and I would seal it with epoxy. Pine tar is fine for horses hoofs that dry out regularly to keep infection at bay. Nothings is better than epoxy for protecting the open edge of plywood from water.
Fresh water is just a breeding ground mold and other that leaving the boat bake in the sun, floating some bleach water down it or salt water, it's part of the problem with skin boats.
