Strip: blush / milky

I am currently varnishing two kayaks, one just finished and one that was completed two years ago. The new one looks fine. The old one has milky looking spots. Most of the kayak looks good, 20% is a little milky and 10% is a lot milky. I really didn't notice it until I started varnishing which made it really stand out. It's a little to late to fix at this point but I don't want to make whatever mistake I made again so what was my mistake ?
Thank you and thank you for the paddle suggestions for my grandson, we are having a great time building a paddle. Putting on the respirator and goggles and doing the ROS work is his favorite:)
