problem with a coat of epoxy that i applied as a fill coat on the hull that seems to still be a bit tacky after several weeks.

If it's only the fill coat which has not cured, you can remove it with medium steel wool and laquer thinner.

Work outdoors for good ventilation. Wear gloves. The uncured resin will be gummy as it is removed. The good, hardened epoxy will be shiny.
