i did not really notice the issue becuase after the fill coat i moved onto other parts of the boat. but when i apply pressure to the hull (am sanding the inside preparing the inside for glassing), i feel a slight tackiness. initially, i thought maybe i had some tape residue.....but it is definitely tacky and if i rub it hard with a finger i can push it hard i can get an effect like a an old stick of gum being worked into the surface. it does not appear to be in the original glassing....

Can you press a finger nail or other sharp object into the epoxy easily, or is the epoxy basically hard but sticky feeling on the surface?

If it is hard but sticky, you just have blush. Blush will wash of with a little soap or ammonia in water. Scrub it with a green ScotchBrite pad and wipe it dry with a towel.

If the epoxy is actually soft, it needs to come off. A heat gun will help remove the glass and epoxy.
