I don't build Tom's boats but I have built a lot of this style. I use WRC on all my stringers and I see no reason not to use it on yours.

As for stringer sizes on my multi-chine designs I started out with 1.5" x 3/4" gunwales and all the others stingers were 3/4 x 3/4. But I found that made the frame to flexible so altered my design(s). So I replaced one of the 3/4 square with a 1 x 3/4, near the turn of the bilge and that makes the frame much stiffer.
