Weather cocking would suggest to me that the seat is actually too far forward. Especially described as it is in the post as a dog with its hind legs overtaking it.

It would be interesting to hear what the boat does when it is paddled in various directions relative to the flow of water, and at various speeds.

I suspect that this boat, set up as it is, will not want to track down a wave at all, but will be perfectly happy going upwind.

Put ballast in the rear and try it again, let us know the results please.
