Hi Mike,
I remember that first moment of using glass and epoxy for the first time very well ;-) not a pleasant one I have to say.

You already know that you have to sand, already one step ahead of me when I tried to epoxy over unsanded epoxy only to find out that there was no bond at all…

In general it's best to do the next layer as long as the resin is still tacky since the chemical bond is much better and it saves you a lot of time too. However, this isn't always an option…
To get a good mechanical bond I would advise you to wash the hull with soap and water and then plain water (in case you are using amine based hardeners causing amine blush), then sand with sandpaper no higher than 120 grit. Using finer sandpaper will not benefit the bond nor will it give you a better surface at that point.
Make sure you sand thouroughly so there are no more shiny spots but also avoid removing the seal coat completely… For me 120 grit Abranet works very well.
