My apology - in may haste to get out the door this morning I realize that I forwarded you to a post about varnish although the culprit and cure is the same. I had that puckering that you have and once I scrubbed the surface with a scotch bright pad and soap and water, it no longer appeared. Unfortunately, you should sand the surface which will probably get rid of the blush. Blush on the surface does cause exactly what you have. When your epoxy hardens, and you pull your finger across it and can see a trail - that's blush. I ALWAYS scrub surfaces before subsequent coats, or wet sand.
