Actually it looks like the glass might have contaminates on it so it didn't wet out equally everywhere. Glass needs to be stored properly to prevent this. Not all suppliers store it properly either so it might not be something you've done.

It's not the glass itself btw, it's the sizing (coating) that allows the glass to properly bond with the epoxy. The other possibility is it was sized for polyester which isn't always totally conpatable with epoxy. Not all glass suppliers state which sizing the glass has in their ads and most builders don't know to ask.
