Anything tha floats up and off of the bottom is not going to be very good ballast. It will shift when water gets into the boat.

You might want to reconsider float bags or dry bags. I soa 30 liter dry bags in the camping section at the local Walmart for about $12. Fill them with air, rollo up the top and snap it closed. Flexible flotation that collapses for storage (let out the air) 30 liters of displacement is about 60 pounds of flotation.

You might also consider making your own bags. it is not difficult or time consuming. Walmart and Jo-Anns have clear vinyl for sale by the yard. Cut a generous triangle and roll it into a cone, using a vinyl repair cement to glue the overlapping edge of the seam. A little more glue will seal the big end. Blow into the tip to fill it with air and roll up the tip to seal it. A "bulldog" or spring type paper clip will keep the tip closed. When it rusts out, get another one. Quick and cheap.
