Is that the bottom of the hull? if so, no problem, forget it. The only repair would be a major one and not worth it.

I'm surprised to read that you did a seal coat and still got bubbles. I can only assume that it did not harden enough. Plus now you know to have the temperature drop while glassing.

If it drives you nuts, you can mix some artist oil paint with varnish and camouflage the spots.
